Verdict: the short version
ChatGPT ads are worth a small, capped test if you sell everyday products, services people book, travel, or digital products and courses. They’re not for you yet if you sell most health, financial or legal services outside the United States. ChatGPT Ads is a paid tool: signing up is free, but campaigns have a minimum budget (25 US dollars a day with USD billing). Every fact below comes from OpenAI’s own pages, checked on 22 October 2026.
- Where: ChatGPT Ads is available in 89 countries after a 21 October 2026 expansion. (OpenAI)
- Who sees ads: only people on ChatGPT’s Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts don’t see ads, and neither do accounts identified as under 18. (Help Center)
- Cost: with USD billing, the minimum daily budget is $25. One day can spend up to 2× that, and a 7-day period up to 7×. (Creating campaigns, Daily budgets)
- Who can’t advertise: most health services outside the US, and most financial and legal services outside the US. (Ad policies)
- How to start: sign up at ads.openai.com and verify your business.
Cost note: ChatGPT Ads is paid. All prices here are in US dollars (USD) unless a different currency is named.
How ChatGPT ads work
Who sees them
Ads may appear for people on the Free and Go plans (Go is a low-cost paid plan). Plus, Pro, Business, Enterprise and Edu accounts don’t have ads. OpenAI doesn’t show ads to accounts it identifies as belonging to people under 18, and Temporary Chats don’t show ads. Free users can also switch to an “Ads-Free” mode with lower usage limits. (Help Center)
Ads aren’t shown near sensitive chats, such as personal health, mental health or politics. (Help Center, Ad policies)
What an ad looks like
Ads appear below ChatGPT’s answer. Each one shows the advertiser’s name, favicon (small logo), a title, a short description, an image and a link to your landing page. (The Basics) OpenAI is also testing a multi-image ad format that appears while ChatGPT creates an image. (Help Center)
How ads are matched
OpenAI’s system picks ads based on the current conversation, your landing page, title and text, and the context hints you add. When a user has ad personalisation on, it can also use some signals from their wider ChatGPT use. Context hints “are not exact-match keywords and do not guarantee delivery”. (The Basics)
Privacy
OpenAI says it keeps conversations private from advertisers, doesn’t sell user data, labels ads clearly and keeps them apart from answers, and “advertising does not influence the answers ChatGPT provides”. Advertisers get aggregated reports such as views and clicks. (OpenAI, Help Center)
How much ChatGPT ads cost
All facts in this section were checked on OpenAI’s Help Center on 22 October 2026.
Views, clicks or conversions
You choose one of three objectives (Creating campaigns):
- Views (CPM): you pay per 1,000 impressions.
- Clicks (CPC): you pay per valid click.
- Conversions: the system aims for a sale or sign-up, but you’re billed per click (oCPC) or per 1,000 impressions (oCPM). “You do not pay per conversion.”
For click campaigns, OpenAI recommends “starting with a maximum bid of $3–$5 USD per click”. That’s OpenAI’s starting advice, not an average price. Real click prices in any country are unconfirmed: we have no data. Ads are sold in a relevance-weighted second-price auction. (The Basics)
The minimum daily budget
The minimum depends on your ad account’s billing currency. With USD billing it’s $25 a day. Other examples from OpenAI’s table: 15 EUR, 15 GBP, 25 AUD, 25 CAD, 65 AED, 725 INR and 2,500 JPY. (Creating campaigns) The table lists 30 currencies. If yours isn’t listed, which currency your account bills in is unconfirmed, so check it in Ads Manager when you sign up.
The 2× / 7× rule
A daily budget is an average over 7 days, not a hard daily cap. One day can spend up to 2× your daily budget, and a 7-day period up to 7×. (Daily budgets)
So at the $25 minimum, one day could spend up to $50, and one week up to $175.
Daily budget or campaign-total budget?
- A campaign-total budget sets one amount for the whole campaign. OpenAI calls it “the stricter control for total spend”.
- OpenAI recommends that new advertisers start with a daily budget, so they can watch delivery before committing to a total.
- Some changes can’t be undone: if you switch a campaign-total budget to a daily budget, you can’t switch it back.

Reports are delayed
Reports cover impressions, clicks, spend, CTR, average CPC and CPM, and conversions. Impressions and clicks refresh about every 15 minutes, but “Spend insights may be delayed 7–8 hours”. (The Basics)
Where ChatGPT Ads is available
Ad testing started in the United States on 9 February 2026 (Help Center). On 21 October 2026, OpenAI added 26 countries, bringing the total to 89 countries. The new ones include 14 more Latin American countries (such as Argentina, Chile, Colombia and Peru), plus Nigeria, South Africa, Serbia, Ukraine, Cambodia, Bangladesh and Pakistan. (OpenAI)
Businesses can get in through technology partners or self-service through Ads Manager. OpenAI’s Help Center keeps a country-by-country availability page. If Ads Manager isn’t open in your country yet, you can create an account and OpenAI will tell you when it opens. (Help Center)
Targeting: your home country first
“Some new self-serve ad accounts can initially advertise only in their home country”, meaning the country linked to the ad account. Other countries open after identity verification and a required amount of spend at home. That amount isn’t stated, so it’s unconfirmed. (Creating campaigns)
Within a country, you can target regions, cities, markets and postal codes “where available”. Availability varies by country. Platforms are the Android app, Android web, desktop web, the iOS app and iOS web. Custom audiences need at least 25,000 matched users. In the European Economic Area (EEA) and Switzerland, personalised ads aren’t available yet, and OpenAI advises against custom audiences there. (Creating campaigns, Help Center)
Who can advertise, and who can’t
Allowed at launch
Ads are “primarily limited to consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education”. (Ad policies) In plain words: shops, salons, repair services, consultants, travel, apps, courses and other digital products.
Health services
“Ads for health services outside the US are generally prohibited.” In OpenAI’s eligibility table, almost every health category is “Not allowed” in “All Other Countries”. The exception is “Health software and infrastructure”. Telehealth (online doctor visits) is “Not allowed” everywhere. In the US, some health categories, such as dental services, are allowed for approved advertisers case by case. (Ad policies, Eligibility table)
So, plainly: outside the US, a clinic should not plan on ChatGPT Ads right now.
Financial and legal services
“Ads for financial services outside the US are generally prohibited.” The eligibility table does list a few financial categories, such as deposit accounts and insurance, as “Restricted to Select Approved Advertisers” outside the US. Financial software is allowed everywhere. (Ad policies, Eligibility table)
Legal services are allowed in the US only for advertisers licensed to practise law there. Outside the US they’re “currently prohibited”. (Ad policies)
Rules for every ad
Ads must be truthful, the landing page must match the ad, and ads must not copy the look of ChatGPT itself. Dating, alcohol, tobacco, gambling and political ads are disallowed. (Ad policies)
How to set up your first campaign, step by step
- Sign up at ads.openai.com and complete business verification. Verification “may take up to 7 Business days”. (Troubleshooting)
- Create a campaign: a title, an objective (Views, Clicks or Conversions), a budget (daily or campaign-total), dates, countries and, if you like, platforms.
- Create ad groups and add context hints.
- Create your ads: title, text, image, and a landing page link with UTM tags (small tracking codes that show up in your analytics).
- Launch after review, then check spend 7 to 8 hours later.
Source for steps 2 to 5: Creating campaigns, The Basics.
Watch out: on your first campaign, you may not see start and end dates until after you publish. OpenAI warns that your ads could start running after review, before you set a schedule. If timing matters, read OpenAI’s note on dates first.
A careful first test
- Pick one clear offer and one landing page that matches the ad.
- Start small. At the USD minimum, plan for up to $175 a week. Use a daily budget to watch delivery, as OpenAI suggests, or a campaign-total budget if a hard ceiling matters more to you.
- Add UTM tags to your link, so you can see the visits in your own analytics.
- Check spend after 7 to 8 hours, not straight away.
- Review after a few days. Stop or change the ad if clicks don’t turn into enquiries.
For creators: can you advertise a course or digital product?
“Digital products or education” is a launch category, so a creator selling a course, a template or an e-book may qualify. (Ad policies)
Ads send people to a landing page, so they suit a product page better than “watch my video”. Whether a plain YouTube channel or video link is allowed as the destination is unconfirmed: OpenAI’s pages don’t say. Check before you build an ad around it.
Before you pay for reach, you can also get more free reach from each video. AIFix Creator Autopilot turns one video into clips, posts and articles. That’s our own service.
Country example: Pakistan
Pakistan was one of the 26 countries added on 21 October 2026 (OpenAI). Here’s what the rules above mean there, as one example:
- Currency: the Pakistani rupee (PKR) isn’t in OpenAI’s minimum-budget table. Which billing currency a Pakistan-based account gets is unconfirmed, so check it in Ads Manager at sign-up. With USD billing, the minimum is $25 a day. (Creating campaigns)
- Clinics: health-service ads outside the US are generally prohibited, so clinics in Pakistan shouldn’t plan on ChatGPT Ads yet. (Ad policies)
- Targeting: whether city-level targeting works inside Pakistan is unconfirmed (“where available”). Which technology partners serve Pakistan is also unconfirmed.
The same checks apply in any new country: the billing currency, the categories allowed outside the US, and which locations you can target.
Before you spend: make sure every enquiry gets a reply
Paying for clicks is wasted if nobody replies late at night. Before you launch, make sure your website chat, WhatsApp and social messages get answered fast. AIFix can make sure every enquiry gets a reply with AIFix Automation: AI assistants that answer, book and remind. That’s our own service. It’s also a good next step for clinics that can’t advertise on ChatGPT yet.
